Regulators in Canada, France and the USA made excellent strive in Q1 and Q2 of 2021 to adopt the latest state-of-the-art SAR Vector Measurement-Based System (VMBS) in the certification process.

Regulators in Canada, France and the USA made excellent strive in Q1 and Q2 of 2021 to adopt the latest state-of-the-art SAR Vector Measurement-Based System (VMBS) in the certification process. Regulators incorporate the latest standards for the VMBS to help the industry address the shortcomings of the increased test complexity and volume for certification. We will see single probe systems (SPS), referred to as scanning systems, enormously depending on faster and accurate VMBS to address the need for better time-to-market for the complete compliance evaluation process. In addition, at the recent biannual TCB Council workshop on 2021 April 20-22th, the FCC reported on the acceptance of the VMBS to support the certification process. This is a positive step to support the certification transitioning from the old SPS scanning system to the new state-of-the-art VMBS.

The highlights are:

  • FCC OET Lab compares IEC/IEEE 66209-1528 standard released in 2020 to currently accepted revision (IEEE 1528:2013). The new standard uses IEC 62209-3 SAR system as an essential addition to support the acceleration of SAR testing.
  • The FCC is currently reviewing data provided by independent testing laboratories. FCC OET Lab checked IEC/IEEE 66209-1528 and IEEE 1528 and acknowledged the inclusion of a text "Moving forward, FCC allows pre-scan for worst-case identification using VMBS", which directly refers to SAR system compliant with IEC 62209-3 to accelerate testing.
  • Regarding the broad adoption of IEC/IEEE 62209-1528, the FCC discussed during the TCB workshop to announce the draft publication of KDB 865664 by the fall of 2021. The standard compliments VMBS to accelerate SAR testing, preparing for the transition phase from the SPS to the new VMBS.

During the transition period, the readily available data will help the FCC quickly transition to final SAR measurement using the latest VMBS. The FCC scope highlighted during the presentation will be updated and presented during the October 2021 TCB workshop.
The Canadian government agencies also made statements in April about SAR measurement standards. ISED published an updated Notice 2020-DRS0020 on April 20, 2021. One of the key points to take away from the notice DRS0020 the allowance to use:

- “… SAR systems compliant with IEC 62209-3 are permitted to be used to identify the worst SAR test configurations …”. Another positive move in the right direction for the adoption of VMBS for certification in the transitional phase.

IEC EN 62209-3 well-defined performance standard that is inclusive and allows innovation. The adoption of VMBS sets a common trend globally for SAR testing and is changing the TIC industry by supporting the entire wireless devices’ life cycle.

The very scientific activities of IEC experts led to identifying the technical shortcomings of IEC 62209-1, IEC 62209-2 and IEC/IEEE 62209-1528. The amendment of IEC 62209-2 AMD1, address Zoom and Volume scan SAR protocols (amounting to several dBs impacting the SAR). There is, therefore, a need to monitor the system measurement uncertainty, which is also affected. This amendment also applies to IEC/IEEE 62209-1528, including the proposal to improve the system validation process. The IEC TC 106 expert group developed the IEC 62209-3 standard to report precise, complete, well defined, and unambiguous performance criteria and test methods. The IEC 62209-3 standard is inclusive, allowing different technologies that comply with the most robust validation procedure as the new reference standard for SAR.
